Economic transformations in Cuba include tourism

Among the economic and social transformations approved on June 18 by the Cuban parliament at the proposal of the country’s leadership are several related to the tourism sector, one of the most important sectors on the national stage.

The measures, presented by Prime Minister Manuel Marrero Cruz, are aimed at redefining the tourism development model and modernizing the transportation system, with greater openness to non-state management models, foreign investment and new business models.

The proposals include the incorporation of new business models within the sector, including leases, the use of usufruct without compensation, and the sale of properties—evaluated on a case-by-case basis—for both Cubans residing in the country and abroad.

These opportunities will be included in the investment project portfolio presented annually by the government, with special emphasis on economic development zones that offer differentiated incentives.

Similarly, the proposals include allowing all business models in strategic destinations such as the archipelago’s keys, Old Havana, Trinidad, and other areas with high tourism potential, as well as authorizing real estate development in all tourist zones that require it.

The proposals also include enabling joint ventures and leasing schemes for marinas, creating an online cooperative bank focused on promoting virtual assets, and authorizing car rentals by joint ventures, foreign investment, and other forms of non-state management.

The plan also includes the establishment of travel agencies run by joint ventures, private actors, and non-state management entities, along with the incorporation of tour guides and the approval of local destination managers.

Among the measures is the introduction of a special tax on tourism activities earmarked for environmental protection and other purposes related to the sector’s sustainability.

The prime minister also referred to the international expansion of Cuban franchises as part of the country’s strategy to position itself in the global tourism market.
