US policy affects stability of the global aviation system

Cuba also denounced the impact on airlines and passengers before the Council of the International Civil Aviation Organization (ICAO)

The total blockade of fuel supplies to Cuba, under the executive order of January 29 issued by the United States government, with detrimental effects not only on the island, “but also on airlines, passengers, third countries and the overall stability of the global aviation system,” was denounced by the delegation of the Republic of Cuba before the Council of the International Civil pAviation Organization (ICAO).

Mercedes Vázquez González, Cuba’s representative to the ICAO, stated that this measure has led to a shortage of Jet A-1 fuel at Cuba’s international airports, resulting in diversions, cancellations, increased costs and disruption for thousands of passengers and the stability of the international aviation system, according to a statement from the Cuban Ministry of Foreign Affairs.

The policy contravenes the principles of the Chicago Convention and ICAO resolutions on unilateral and extraterritorial measures. The Cuban representative therefore requested that the Council include monitoring this issue in its Work Program and conduct a study on the impact of such measures on international air transport.

Furthermore, she emphasized Cuba’s commitment “to the ICAO, to strengthening civil aviation based on safety, efficiency, economic sustainability and respect for international law.”
